The Internet was not created by Berners-Lee, the World Wide Web is what was created by him and it is the first web browser created. He invented Http (Hypertext Transfer Protocol), Html (Hypertext Markup Language), and Url (Uniform Resource Locator) to make the computer operational and well beyond functional to where with html, you could code websites and other applications, with http you can go to the location the Url decides.
Html is responsible for the designed documents to be displayed and can be assisted by Cascading Style Sheets (CSS) and scripting languages like Javascript. Berners-Lee created html at the same time as his other computer/W.W.W. accompaniments (http and url) in 1990, officially.
Http is stands for Hypertext Transfer Protocol, meaning it is responsible for defining how messages should be formatted, and they also decide what to do when the computer presents it with an instruction.
URL stands for Uniform Resource Locator, it is the unique address for a website (or file) on the internet.
